Step 1: Download the archive
Go to a trusted source (e.g., GitHub PSP archive) and download the 661PRO-C2.zip file.
Step 2: Verify integrity (optional but recommended)
Check the file hash against known good values (search PSP forums for MD5 of PRO-C2). This ensures the download is uncorrupted and unmodified.
Step 3: Extract the archive
Use 7-Zip (Windows) or The Unarchiver (macOS). Extract the entire contents to a folder on your computer.
Step 4: Connect your PSP

Step 5: Copy the CFW files

This first run is not permanent. It will disappear on a full power-off.

Only do this if your PSP is a PSP-1000 or PSP-2000 (not the later 2000 with TA-088v3 motherboard) or a PSP-3000/Street with a compatible Infinity patch. For simplicity, this method works on most PSPs except the Go:
For PSP-3000, Street, or later PSP-2000: You cannot use the simple CIPL Flasher. Instead, you need Infinity 2.0.5 (separate download). Install Infinity first, then PRO-C2, then activate PRO via Infinity. That is a longer process – search "PSP Infinity 2.0 guide".
