If you want to play actual PS2 games for free (legally), you can:

  1. Use PCSX2 (a free, open-source PS2 emulator).
  2. Insert your own legally purchased PS2 discs into your PC’s DVD drive and let PCSX2 play them directly.
    (This is 100% legal in most regions.)
  3. For games you own digitally (from PSN on PS3), extracting them for use on PCSX2 is technically complicated but lawful under fair use in some places.
